Decision VII/29 by the Conference of the Parties 2004 in <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:City w:st="on"><st1:place w:st="on">Kuala Lumpur</st1:place></st1:City>, allocates in Programme Element 2) of the Programme of Work on “Technology Transfer” a clear mandate to the CHM to contribute to this expectation. <STRONG>The exchange or development of technologies takes place in the context of “cooperation” of long-term partnerships</STRONG>. This exchange can have the form of Knowledge and experiences (so-called “soft” technologies) or can be in form of concrete, practical technologies (so-called “hard” technologies). However, as <FONT color=#000099><STRONG>Nitin Desai at WSSD</STRONG></FONT> stated “<STRONG><FONT color=#000099>Partnerships are instruments of change</FONT></STRONG>” – technology transfer and technology cooperation should contribute via long-term partnerships to changes.<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" /><o:p></o:p></FONT></SPAN></P>
